Het is het jaar 1931. Prins Tokugawa Yoshinobu heeft de absolute controle over Japan. Overblijfselen van de cultuur uit het Meiji-tijdperk zijn overal in de stad te zien, maar ook de wetenschappelijke technologie en de Japanse esoterische kosmologie Onmyodo ontwikkelen zich. Maar achter de glitter schuilt Kuchinawa, een dissidente groep die de moord op de prins plant. De taak om deze dissidenten uit te roeien is aan Nue, de geheime moordenaars groep van de regering. Sawa Yukimura, die voor deze organisatie werkt, haar hele familie werd vermoord en ze wijdde haar leven aan het wreken van hun dood.
